ISSUE: Learning Path notifications did not send out/ duplicates/ etc.
One Time New Training Notifications Occur in the mailcron.php file
mailcron release reminders is what sends out these one time new training notifications. The initial step marks it as sent and then the second step goes through and generates the emails for all the users in the release. Something happened after marking it as sent which yielded no emails.

mailcron release reminders is what sends out these one time new training notifications. The initial step marks it as sent and then the second step goes through and generates the emails for all the users in the release. Something happened after marking it as sent which yielded no emails.
What was done is in the release_reminders table, we set 'sent' = 0 again so mailcron would pick it up again on the next run.

These notifications kick off from ondemand/cron/cron.php file.
They generation of these occur in _release_reminders.php
